Sir,

With reference to my telegram No. 863 of 1st December,

and to Mr. Blunt's despatch No. 129 of 10th July, I have the

honour to inform Your Excellency that Mr. Negao Kite, the

Japanese Consul-General at Canton, and I on 1st December

initialled the supplementary agreement concerning temporary

arrangements for the navigation of the Pearl River, a copy of

which is enclosed. This agreement is, by verbal arrangement,

to come into force forthwith.

The purpose of this su plementary agreement is so to

modify the agreement initialled by Mr. Blunt and Mr. Okazaki

on 4th July last, a copy of which was enclosed in Fr. Blunt's

despatch under reference, as to permit a weekly service by a

British passenger ship between Hongkong and Canton during the

period of the temporary closure of the Pearl River by the

Japanese authorities in place of the fortnightly service which

hitherto has been the best that ɛe have been able to secure.

While it has not been found possible to depart from the

implied ratio of two Japanese vessela for every one British

vessel, this suplementary agreement has, as Your Excellency

will see, been so worded as to meet the objection to a fixed

ratio mentioned in your telegram No. 106 of 19th October to me.

The Japanese authorities at Canton have also made a

proposal for the simplification of the present procedure with
